Shubnum has provided the facilitation of multiple local
facility administrations (five prisons) working for a single
agency (Department of Corrections), under the overall supervision
of Department of General Services. Each local administration
had divergent interests.
Shubnum coordinated and implemented the
individual desires and requirements of each local facility administration,
through their immediate agency while maintaining the overall
mandate of the General Services umbrella.
The separate tasks are integrated and fall
into the following categories:
A. Defining and redefining
the agenda for a targeted goal
Shubnum reviews the planned 'Planning Budget'
and 'Budget Packages' agenda and structures them in such a way
so as to take advantage of internal administrative and technical
efficiencies. Same team members interact and work from a divergent
base of requirements to a common targeted goal of meeting the
budgets and schedules required by one umbrella agency.
B. Resolving Disputes,
Disagreements, and divergent views
Shubnum resolves divergent views and disagreements
by conducting weekly meetings. Though compromises are made by
all parties, certain issues are disallowed, reworked or redefined
to meet the overall goals of budgets and schedules.
C. Convening and leading
large and small group briefings and discussions
Shubnum conducts small group discussions
and briefings to organize, orchestrate, hear-out, discuss and
resolve administrative and technical issues, generally verbally;
with multiple parties at one location. Shubnum may also conduct
a seminar, workshop or demonstration to a large group as a conference,
where the goal is that of imparting information and knowledge
with participation from the audience. Shubnum may also conduct
a 'Charette' session for an interactive participation of a large
group with divergent views to build a consensus and collaboration
leading to a mutually acceptable solution.
D. Managing separate
emerging solutions and subsequent integration to a final solution
Shubnum manages emerging solutions such
as 'Cooperative Contracting' between diverse agencies with a
common goal of achieving efficiencies as well as meeting individual
requirements of the agencies.
E. Ancillary support:
such as conferences, meetings, debriefings, reports and permanent
Records
Shubnum facilitates the convening of conferences,
meetings and debriefings to convene, discuss, resolve and closeout
the issues with multiple agencies.

Structure
An initial assessment based on a firm fixed price of Price Schedule
3, allows both parties to meet and evaluate the scope and duration
of an assignment for each of the product categories A through
D. Category E does not require an initial assessment. Thereafter,
services may be engaged based on a firm fixed price contract
arrived at by utilizing the details stated in Price Schedule
1(Labor) and Price Schedule 6 (Expenses) for each of the categories
A through E.
