Shubnum has completed over 600 assignment projects for the public and private sectors, with individual assignments ranging in a value from $20,000 to $30,000,000. These assignments include a wide variety of services supported with proprietary products and processes, in multiple industries. These assignments included:

Management Support Services including: management analysis, cost analysis, procurement, value engineering, studies, strategy analysis, acquisition, implementation; office and administrative services; consensus and collaboration services, architectural and engineering services; real property programming design and realignment, engineering, construction, modifications, repair and maintenance of facilities and infrastructure.

These assignments applied to:

Internal business processes, Infrastructure projects; Automatic Data Processing facilities and services; Food Services; Healthcare facilities and services; Industrial plants; Power Plants; Maintenance workshops; Repairs and testing facilities; Manufacturing, Processing, Fabrication and Packaging plants; Refineries; Printing and Reproduction plants.

Shubnum has provided advice, consultation, assistance and documentation in support of studies conducted in the private sector and similar to the requirements of OMB Circular A-76. These services include but not limited to:

A. Public Private Partnership Support

Shubnum has over twenty two years of experience in fulfilling and coordinating the needs of governmental bodies with the private sectors.

This experience includes designing, specifying, procuring, managing and implementing small and large projects ranging in individual values from $20,000 to $30,000,000.

The experience includes completing over 600 project assignments at industrial plants, commercial building facilities, healthcare operations and facilities, educational facilities and operations and institutional industry operations and supporting facilities for the State, County and City governments as well as the Department of Veterans Affairs, Department of the Air Force, Department of the Navy, and the Army Corps of Engineers.

With a diverse knowledge of the subject matter and operations of the private and public sectors, Shubnum is capable of providing the Functionality Assessment Review and reconfiguration of 'inherently governmental functions' as described in the FAIR Act of 1998, OMB Circular A-76, OFPP Policy Letter 92-1 of Sept 23, 1992 and the current FAR Part 7.5.

B. Management Planning for Most Efficient Organization — MEO Contract Implementation

Shubnum provides the planning for the best and optimum use of internal and external human and technology resources. This includes the setting up of a baseline datum to set-up and measure alternate strategies. Shubnum as a contractor provides its resources, for an agency to become an MEO.

C. Development of Independent Government cost estimates

Shubnum provides the basis of cost for budgeting of alternate scenarios for the transition to or not-to, of the inherently governmental functions. Such costs are based on Circular A-76, attachment E; and Part II of the OMB Circular A-76 Revised Supplemental Handbook.

D. Development of Performance Work Statements

Shubnum develops the narrative specifications for scope-of-work (work statements) and reimbursement contracts, based on performance milestones for works, products and services.

E. Strategic Tactical and Operational Level Planning Support for 'Best Value'

Shubnum provides strategic and tactical management services to assist in implementing federal policy for the competition of commercial activities, based on OMB-Circular A-76 dated November 14, 2002.

This support includes not only in the overall strategic planning but also assistance in implementing the tactical and operational functions that include, management analysis, value engineering, cost analysis, variance costing, targeted outsourcing and procurement,

The work includes facilitating projects and assignments with specific service providers of goods, works, commodities and services in specific industries so as to seek the best value for the end-user.

The support includes planning, implementing, monitoring and oversight of such management activities. The effort is similar in content and implementation of Program Management, Project Management and Integration, Category A.

F. Development of 'Best Value' Acquisition Strategy

Shubnum supports acquisition in preparing an acquisition strategy to acquire the 'Best Value' and incorporate best strategy in conformance with the FAR's and DoD 5000 and Attachment B of the OMB Circular A-76.

G. Markets and Market Conditions Studies and planning implementation

Shubnum provides the supporting market research studies to implement the actions outlined in acquisition planning strategy.

H. Development of Solicitation Documents and Solicitation for 'Best Value'

Shubnum supports the acquisition strategy by developing the documents required for solicitation (front-end documents), marketing the solicitation to the governmental agency and/or the commercial market resources, and completing the acquisition. Such solicitation support is conducted based on Attachment B of OMB Circular No. A-76. The solicitation resourcing may include resources that meet the socioeconomic agenda while concurrently preventing Monopsony of the governmental agency to the sellers.

I. Evaluations of in-house bids to proposed inter-service support agreement (ISSA)

Shubnum performs the management of the solicitation based on the appropriate FAR's, DoD 5000 and the Attachment B of the OMB Circular No. A-76, in coordination with the Contracts Officer and the Lead Technical Representative of the Acquisition. Such management includes the receipt, evaluation and processing of the in-house bids to proposed ISSA. The management is completed upon the successful issuance of the contract.

J. Contract Management

Shubnum provides assistance in contract management as a follow-up beyond the award of contract by the agency.

Price Structure

An initial assessment based on a firm fixed price of Price Schedule 3, allows both parties to meet and evaluate the scope and duration of an assignment for each of the product categories A through J. Thereafter services may be engaged based on a firm fixed price contract arrived at by utilizing the details stated in Price Schedule 1(Labor) and Price Schedule 6 (Expenses) for product categories A, B, C, D, G, I and J. Product categories E, F and H are different in risk character and are priced based on the percentage of cost of the transaction for a changing scope of work and/or for a performance incentive.
